The research on IRDA is a series of researches designed by The Asia Foundation. CPPS team and 40 researchers from 40 regencies in Indonesia formulate the topic and the detailed questions organized by The Asia Foundation. The objectives of this research are to snapshot the implementation of decentralization in Indonesia in finalizing facts that decentralization is crucial, identifying the good and the bad practices done by regency and city governments in Indonesia, and identifying the pattern of the practice. The fourth IRDA shows that the implementation of decentralization still faces various constraints although it gives positive impacts for local governments. Many of the policies are issued by the governments after listening to people’s aspiration through public hearing.
