The fall of Suharto regime has brought interesting phenomena to be observed the political changes in Indonesia especially when it has an impact on democratic system in this country. The people have more power to speak their opinion, moreover they demand to have a changing in their role and position related to the state.
The objective of the research was to develop people–state relations model in decentralization contexts. As the result, the model of people-state relation was not developed yet. Every districts has developed their own model depend on their socio political situation. Nevertheless it is important to develop an institution which will play their part as mediation between the people and state.
