A lot of studies show that fishermen generally live in poverty. Since the occurrence of economic crisis and since the implementation of decentralization, fishermen’s domestic life has been worse. Their income continuously decreases, so that, in Indonesia they are identified as the poorest among the poor. In other words, fishermen tend to survive under the culture of poverty so they tend to be skeptical and submissive. Women (fishermen’s wives) are the ones who have to bear the heaviest burden in running domestic activities. This is due to the fact that they are responsible for managing their family life in terms of financial aspects. Thus, studies and practices of women empowerment are urgently required to improve fishermen’s life quality. The problems lie on the uncertainty of their needs to improve their life quality (especially in Kulon Progo coastal areas).
One of the activities carried out is creating a training program, which goal to empower the fishermen’s wives. In addition to this program, it is important to conduct a study on their problem identification and need assessment. Based on the need assessment study give the information regarding, 1) the characteristics of fishermen’s life and their potentials; 2) the external environment, which influence their lives. Furthermore, the above description is being used to propose a model of empowerment in accordance with the characteristics of the society and the condition of local environment. It is expected that this model will be useful not only for the training participants, but also for other groups who cannot have the opportunity to join the empowerment program.
