First, it is to analyze employment dynamics and pattern in the meso (regency) level based on the secondary data mainly the National Socio-economy Survey (Susenas) and the National Labor Force Survey (Sakernas) data. Secondly, it is to explore employment dynamics and pattern in the sub district level, mainly sub district pointed out as the new economy growth areas in Yogyakarta Special Region. There are 14 new economy growth sub-district included in this research. The result shows that in the period of 1990-1999 there was an increase of about 103 thousand labor forces with the growth of 0.7 percent per year. The district of Sleman and Yogyakarta Municipality has experiencing the fastest growth that are 2.34 and 2.82 percent respectively. On the other hand, the district of Kulonprogo and Gunung Kidul was experiencing the lowest growth. Employment grew from 1.48 million to 1.55 million in the same period. This increase is considered small compared to the growth of labor forces. That is why the unemployment rate achieved 4.7 percent. Under employment, in this regard, is analyzed into discussion of the labor utilization according to work hours, which is divided into four groups: critical under employment, under employment, adequate utilization, and over utilization. The findings from the 199 Indonesia’s National Socio-economic Survey (Susenas), showed that the proportion of under employment in the Province of Yogyakarta Special Region, particularly among the five districts was relatively high and also varied between 20 to 46 percent.
