Abstract:
The Covid-19 pandemic has impacted the health sector and other areas, including education. This study aims to describe the formal/ main problems of education faced by marginal groups, especially those in the 3-T area during the pandemic, discussing alternative solutions to overcome them. The method used in this research is descriptive qualitative, with the main base of previous research obtained with a semisystematic review approach. The results of the analysis showed that there were six problems faced by education in the 3-T area during the pandemic conditions, namely: 1) the difficulty of the internet and communication tools to implement online learning, 2) economic limitations/income of students’ parents, 3) the limitations of educational facilities and infrastructure, 4) the inadequate quality of available educators, 5) the lack of the number of educators/education personnel, and 6) the difficulty of road infrastructure and distance from school. Based on these six problems, the results of the formal problem formulation are the unevenness of public facilities and infrastructure that supports education in the 3-T area. An alternative to the proposed solution is accelerating infrastructure development through Public-Private Partnership (KPBU) schemes.
