This research explores the development of global-standard cultural experiences in Jakarta, aiming to position the city as a world-class cultural destination through innovation-driven policy transformation. The study investigates how existing cultural development policies support international-level cultural experiences, identifies the types of innovations needed to enhance cultural appeal, and formulates a strategic roadmap rooted in the Penta helix model, integrating the roles of government, academia, industry, civil society, and media.
Using a qualitative research approach, data is gathered through document reviews, expert interviews, focus group discussions, and literature analysis. The study critically examines gaps and opportunities in Jakarta’s cultural policy landscape, while also identifying the challenges and strategic directions for implementing meaningful innovations in cultural programming and engagement. The resulting roadmap outlines clear phases of development and defines the key stakeholders responsible for driving the transformation process.
As part of its key outputs, the research will produce a policy paper detailing actionable strategies for the cultural advancement of Jakarta, accompanied by a measurable framework for global benchmarking. Additionally, the findings will be disseminated through an international publication submitted to SCOPUS Q2-indexed journals, ensuring scholarly recognition and global reach. By combining research-based insights with practical policy recommendations, this study supports Jakarta’s vision to become a dynamic, inclusive, and globally relevant cultural metropolis.
