12 December 2013 - 10:05:54The implementation of the pilot project on Continuous Improvement and Benchmarking (CIB) and Citizen Report Card (CRC) intends to improve the standard of public services in Indonesia, particularly the handling of garbage. Various parts of the activities refer to the implementation of regulatory impact assessment (RIA). It covers from the participatory survey to advocacy for reforming public services. A number of operational or field activities were carried out to reach this aim, including strengthening institutional capacities, thorough information on the concepts governing CIB-CRC, finding innovations, and improving the e-learning toolkits on CIB-CRC. Strengthening institutional capabilities was done by providing theoretical and practical training of CIB-CRC, for members of Center for Population and Policy Studies Gadjah Mada University (CPPS GMU) staff and students, local administrators, and people living in the areas where projects were going to be carried out. Information on and the introduction of some of the central concepts was conducted through incorporating the material as part of the curriculum of Master of Policy Study founded by CPPS GMU and special workshops for government personnel. The pilot projects of CIB and CRC were implemented in two autonomous districts, i.e. Yogyakarta and Sleman. Benchmarking and CRC Survey which is important part of the pilot project, involving CIB-CRC team of CPPS GMU, local government state apparatus, community leave in treated locations as well as they reside in benchmarking areas, and CPPS GMU graduate school students. The implementation of the pilot-project was participatory: the various steps in the process were carried out by the government agencies in both regions and the people of both communities.
