12 December 2013 - 10:05:54The Potency Mapping of the Increase Family Income Effort (Usaha Peningkatan Pendapatan Keluarga/UP2K) is conducted to map the condition of the Family welfare program (Program Kesejahteraan Keluarga) in Yogyakarta. The aspects covered in the study are program activities, potential, and constraints that will be used as a baseline data for programs and policy on community’s welfare improvement. . The project is conducted in Yogyakarta, and covered 45 villages in 14 sub-districts. The study used the descriptive quantitative method. The data collection is conducted through a combination of secondary data analysis, survey, observation, FGD (Focus Group Discussion), and semi-structured and in-depth interviews with with stakeholders involved in the UP2K PKK program. The result shows that (a) the activities of the UP2K has been progressed very well, especially in Kelurahan Muja-Muju, Sosromenduran, Purwokinanti, Annual, and Notoprajan, which is indicated by increased capital. However, in several other villages, the UP2K has been stagnant as indicated by capital bottleneck, (b) capital bottlenecks has been associated with the UP2K internal factor such as management, as well as external factors such as misallocation of funds to the village level, and (c) the dynamics of the UP2K in Yogyakarta is carried out within a condusive political environment. The program runs well during the New Order era, but then it deteriorated in the reformation period when the government support fund to the program is withdrawn.
