This survey was conducted during and after the 2002 GDS. 33 kabupaten are surveyed by GDS, and about 27 additional kabupaten surveyed after the GDS data collection. World Bank and Bappenas select all of 60 kabupaten. The instruments and data collection method are same with GDS. The KGRIP aimed is to collect baseline data on the implementation of governance reform in each kabupaten in Indonesia, so that the World Bank could formulate the assistant for good governance implementation.

Based on agreement, CPPS-GMU will conduct data collection in 27 additional kabupaten after the GDS fieldwork activities. The other activities including data entry, data analysis, and writing report.
