This survey involved both service providers and users as respondents so that it will contain comprehensive information to establish the state of bureaucratic performance and how political changes have affected the performance of service delivery. The survey contained detailed information on various variables on measuring service performance such as accountability, responsiveness, service orientation and various measures of efficiency. The result of this study will be used to develop several bureaucratic reformation agenda in local level.
