IRDA was a series of researches designed by the Asia Foundation. CPPS GMU team and 40 researchers from 40 regencies in Indonesia formulated the topic and detailed questions organized by the Asia Foundation. The objectives of the research were to snapshoot the implementation of decentralization in Indonesia in finalizing facts that decentralization is crucial, identifying the good and the bad practices done by regencies and city governments in Indonesia, and identifying the pattern of the practice. The 5th IRDA were the last process on decentralization implementation monitoring held with the Asia Foundation. The main focus of this research was different from the previous research, that were regional political policy issues (education and social policy related to regional regulation), regional dynamics, and preparation of general election year 2004, and PILKADAL (direct local election).
