“Development of Capacity Management of the State Minister of Women Empowerment”

The recognition of women’s rights as an integral part of human rights has not been realized in the policies issued by government yet. This is more exacerbated by the fact that the government has not been able to provide equal access for women in politics or to occupy strategic positions in decision making at public sectors.

The government has tried to respond the problems by issuing the Presidential Instruction No. 9/2000 on Gender Mainstreaming in National Development. The Empowerment Women Ministry was placed in a strategic position for the implementation of the instruction. However, it seem that gender mainstreaming is still encountering a various of obstacles, both socio-cultural and structural. []
