The title as ‘education city’ as well as a tourist destination does not make Yogyakarta immune from poverty problems. Addressing poverty in Yogyakarta has been one of the Yogyakarta Government's development priorities. Various policies and programs also have been implemented with a variety of methods, approaches, data collection and validation of targets such as the empowerment of the poor, development of "Segoro Amarto" movement and community-based poverty reduction programs. In 2008 the Government of Yogyakarta established a Coordinating Team for Poverty Reduction (TKPK) in three villages as a pilot project, namely Sorosutan, Kricak and Tegal Panggung. Based on the monitoring, the decrease in poverty rate in the three villages was faster than other villages without TKPK. In 2012 the Government encouraged the establishment of TKPK in 45 other villages. However, poverty reduction in those villages was relatively slow. Related to that, CPPS UGM conducted a study on poverty reduction methods based on region/villages in the three previous villages as an input which could be replicated in other villages. The results showed that the government's programs with residents in three villages provide a huge impact on reducing poverty. In order to accelerate poverty reduction, close cooperations between the various parties (multi stakeholders), including government, community leaders, all of the community and NGOs are needed.
