This research is aiming at evaluating the performance of the state ministry of women empowerment in gender mainstreaming. The factors observed in the management capacity building are human resources, fund resources, organizational structure, leadership and corporate culture, external support, structural modification proposals. Those factors have become a potential for the Ministry to build management capacity in gender mainstreaming. Quantitatively, the large number of female staff could accommodate women interests and reinforce the program design, which is gender sensitive or at least could be referred to in the policy making. It is necessary to conduct gender scanning to the staff, which is followed by gender training. The ministry has a lot of fund access to various international donors that prioritize programs on gender equality. The reinforcement of the leadership is an important factor in building the management capacity of the organization. To reinforce the leadership, the role of expert staff is very strategic. The role of NGOs as partners of the Ministry in building the institution and in developing the legitimating of the Ministry in handling the issues on women is also strategic. The modification of the organizational structure is needed, including the job division among the deputies in carrying out the minister’s mandate in their functional and operational duty.

The staffs involved in several duties including questionnaire preparation and pretest on it. The staffs also prepared for computer program for data entry and associated with local researcher responsible for field assistant recruitment. The team leader of the staffs carried out for the supervision of the data collecting. The staffs were also in charge for the data cleaning and analyzing, and also report writing.
